thing is, the government charge us (as in garages), about £1.50 - £2 per MOT "ticket / token", which is obviously redeemed each time an MOT request is made (albeit if the car fails or not, even if its a retest).
This means the garage COULD charge you £10 (but average MOT takes an hour), so you need to take labour rate into account.
The government do however have guidelines for pricing structures for MOT's and this is what garages follow (or basically charge as much as they are allowed to).
A year is about right for an MOT with regard to wear and tear items etc, the sheer amount of MOT's that would need to be done every 6 months for example would be incredible, garages wouldnt be able to do that much work really..
Im all for a tax change, not with monitoring devices etc, i think perhaps maybe bring it into the 21st century, less linear, more like..

a flatrate fee - basic fee of:
say: £200 a year (could also depend upon engine size etc).
then:
fuel taxes:
If you have paid basic rate tax: no tax releif.
if you have paid commuters rate tax: some tax releif
if you or your company paid occupational rate: biggest tax releif
this way, people are still funding road developments with their road tax, and their addon would enable cheaper fuel (fuel would need to decrease massively to start off with, right down to around 45p / litre.).
it would be massive amounts of work but would set the country up for years to come..
a simple card the same size as your driving license with a chip in it (re-writable) would store your tax and insurance and even MOT details on it (and this is inserted at the chip and pin terminal at your petrol station), this card then reduces the fuel cost for you etc.
I like my idea, as you can see i am brain storming.
People are always against change, but when you think about it, back in the day if people had bent over and taken it.. well, women wouldnt be able to vote (off top of head
