just fitted the 1.6 throttle cable to the rs1800 engine.
when the accelerator pedal is fully depressed the throttle body doesnt open all the way.
im thinking either the cable is stecthed or the rs1800 one is slightly shorter

the 1.6 and 1.8(105,115,130) zetec tb are exactly the same in terms of the linkage, you proberly just havnt adjusted to cable correctly, theres a lil rubber bit on the cable that goes through the bracket on the tb just before it attaches to the linkage, all you do is remove the clip holding that rubber bit in place and slide the rubber part back or forward to lossen or take up slack, ill get a pic tomorrow to show you what im talking about :)
