No, that's not true, regardless on the size of your wheels it will
still put the same amount of torque and power out, it's like
having a long ratio gearbox, you get less acceleration but
higher top speed, doesn't effect power/torque.

Or having a lightened flywheel, same power but better accelleration,
a flywheel won't effect top speed though.

note: you will only get an increase in top speed if the car is
at max revs on smaller wheels if you know what I mean,
e.g if you si tops out at 110mph it will still top out at 110mph
with bigger wheels as it is the power restrciting it.

if radius is kept the same then it shouldn't make any difference. but if you went for 17's on a fiesta for instance, it'll be impossible to equalise diameter, Thus changing the gearing.

Wheels will not affect the engine itself, although the car may not accelerate as readily.

Wider tyres will also create more rolling resistance, although the effect would only be very slight in real terms.
