My Mk 4 does it, always had and it's not a problem, as most people have said, it's your PAS pump running full on.
If you think about it, you're not moving so you're putting enourmous strain on the pump.
Even at low speed it will do it, but it's nothing to worry about.

my si does that anoying thing aswell...im just glad its normal..well it hasnt affected my steering in anyway.

and the wing as everyone else has already said just by a new one as it will be to much hassle to get of..if you do go with that one tho...open the bonnet and you will see where the wing connects there will be bits that are alittle thicker than the rest shouls be about 6 and a line of three at the very top...drill a 9mm hole through the middle of them and it should get the tacks of once you have done that just behind the side repeater are two bolts attaching it by the door apart front that just the seam underneath then...i would seriously spend dat bit extra and get a new as your likly to bend it as it comes off round me they are only about £16 so might aswell
