do you mean the adjusters dont move, or no movement/clearance in the rockers? are those two currently off the cam lobe like when you do clearances? or is it that there in currently no clearance so tight all the time

does the engine run? i would say it could be becuase them valves are open which means the rockers are being pushed by the pushrods and holding the valves open, but it seams a liittle odd to me that two valves next to each other would be open :|
