my power steering hose has had abit of wetness around it for 3 years,
yes its a leak, but its so minute i just wipe it before the MOT and never had an advisory,
as for the steering rack my seems to accumulate sludge from somewhere, so i'm probably gonna suggest its probably nothing but do keep an eye out for drips of fluid where you park your car and keep an eye on the levels, :P where abouts is the wetness? is it near where a hose connects or just on it?

my steering rack is pretty sludgy, chances are if its not dripping fluid then its probably alright,
the sludge has probably accumulated from years of driving on the road, small amounts of oil that seeps out from the seals, oil left on the sump from oil changes combined with abit of dust, that has made its way to the rack ,
take your car down your nearest clean park and give it a blast with the engine wash (i'd do it after the MOT encase there is a leak lol, even then you'll probably only get an advisory)

:)

obviously i haven't seen it so i can only assume from your symptoms that its the same as other cars i have seen

maybe a pic might clear things up ?

just get some brake cleaner and spray it over the pipes, then wipe with rag and it will bring em up nice and clean and you wont have a soaking engine bay, then you will see straight away if its leaking if you just start the car and do lock to lock a few times, you will see new fluid leaking out immediatly.
but if you wash the whole engine bay you do have the advantage that you have a really clean bay!
