this is what i think with my not so much women experiance:
A. women like bad boys. sad but true. primal instinct you see. they like someone who will go around punching people in pubs and generally treat them like sh1t because their natural drive is to look for someone who will "protect them" sad but true. my girlfriend went out with lots of naughty boys before me and seemed to love it. 
B. maybe your trying the wrong level: sounds a bit ghey  but you gotta stick to your levels. your rating out of 10 (lets say you were a 7) means you can go for lelevs 5,6,7 and 8. not 9 or 10 with the super birds but not 1,2,3,4, with the mingers either. i think girls have a certain self rating system that works like this and if you aint good enough its tough.
my friend rob for example is 27 and eternally single, why? because he goes for 18yr olds with sh1tty attitudes with dress sizes 8 and below. anybody else is deemed not good enough for him, he cant understand why punani avoids him. he holds too much of a high opinion of his looks and personality. - though saying all that its likely to be all bollox.
c. dont try too hard. play hard to get. flirt but dont be dirty, meet nice girls in a sober environment not trollied in the club, be yourself - trying to be something you aint and they will see through, very perceptive.
me - i by no means a stud. i was single for a good 18 months before i met helen. im not one to go looking for a one off bunk up, i wanted a relationship we met in uni and go together by chatting. ive had that many knock backs its untrue. it really hurts/annoys. one girl i loved well and truely, even her family said i was good for her but she went for a bad boy (who eventually went whoring away)
