on gimp when you select the brush you can move this thing across to choose how strong you want the colour. and there is also a scissor option that sticks perfectly aroung line so i use it to mark the wheel out then coloured it in black, i tried the red outline but couldnt get it right. |

I dislike Black wheels generally and think the rims make them look worse
