im not to good with the stuff myself but from what i no i think u make whateva it is with the fiber glass to get the shape then skim filler all over it and sand to get a smooth finish then spray the filler with filler primer then top coat.

It depends what you are making, as forming a shape with fiberglass is difficult. Best bet is to get some fleece and strech this over bits of wood to get to the right shape, then apply the fiberglass resin to this. It will then go hard and you will have something to apply fiberglass to.

For the fiberglass you are best of getting yourself a fiberglass roller (i got one off ebay) to help with getting the matting to atach properly ect (i used paint brushes and its a huge pain). You basicly paint the surface it alot of resin then apply some fiberglass sheet, then more resin and more fiberglass sheet, using the roller will really help here.

To get a smooth surface to paint you will have to apply a snadable filler to it then sand that down, much easier than sanding down the fiberglass.

For materials look on ebay, they do kits. As said gloves are a good idea and also go into halfords and get some hand cleaner stuff caller swarfiga or something like that, its a green get that comes in a red tub with a green lid i think, cleans it off seriously well.

If you are just wanting to fix a bimper or something with fiberglass paste, you can apply this with like a lolly pop stick and sand it down well enough to paint, depending on where it is.
