if you've not got a lot of money, make sure what you have is as best it can be. remove any dents, polish up and spray what needs it. make it as lush as you can without spending looooads of cash on it

If you get wheels, its a must to get it lowered. Otherwise, as Scott said, make sure you can get it as mint a base as possible with the cash you have, then save for the quality mods
