Surely the MAF on its own will do nothing as the ecu isn't calibrated to use it. If anything I would say the 2ltr throttle body as it'll allow more air in quicker and the MAF will recognise the correct amount of air and therefore the ecu will fuel correctly.
Definitely an induction kit will help along with a decent exhaust and manifold if you can stretch to it. Cams will make big power but really need a programable ecu to get the most from them.
NA engines are notoriously difficult to tune for any reasonable gains without spending wads of cash unfortunately
